Craig B. Pettibone

Craig Pettibone is the board secretary for The Bureaucrat, Inc. He has thirty-five years of public-service experience, managing various human resource programs at the Office of Personnel Management (OPM), with particular emphasis in developing and implementing legislation, regulations, and policies. At the time of his retirement in 2003, Mr. Pettibone led OPM’s Washington Oversight Division, managing programs to ensure federal agency compliance with the merit system principles. He has been recognized for leading key programs at OPM, including organizational effectiveness, total quality management, administrative law judges, and pay and benefits policy, receiving the OPM Director’s Award for several initiatives. As a capstone for his efforts, he led the work team that developed the Human Capital Assessment and Accountability Framework, a tool widely used by agencies to assess their progress on human capital. Mr. Pettibone has a bachelor’s degree in business administration and a juris doctor degree from the University of Wisconsin.
